The rule in detail

Rhode Island requires an IMPORT PERMIT on top of the veterinary certificate, for all dogs and cats with no personal-travel exception — the only state in this reference where that is so. Regulation 250-RICR-40-05-1 is explicit: "Import Permit and Certificate of Veterinary Inspection are required for the importation of all dogs and cats that are imported into the State of Rhode Island." The only exemptions provided are for fairs, shows and exhibitions. The permit is obtained BEFORE departure: it is not a document your vet issues.

What the airline asks, separately
